Dr. Oscar Belloso Medina is a renowned educator, accomplished physician, founder and president of the Superior Council of the Rafael Belloso Chacín University (URBE).

URBE is one of the largest private universities in Venezuela. For more than 30 years, Dr. Belloso Medina has successfully led important projects oriented towards teaching, research and continuing education for URBE.
